Description

Interesting Factoid: The first costume is an amalgamation of elements from several different Supergirl costumes over the years. The hotpants were from the 1970s costume, the headband is from the mid-1980s costume, and the midriff top is from the 2004-2011 costume.

In this first episode, when Kara is going through various prototype costumes before we see the final version, she appears to be wearing nude pantyhose. When she walks out in that first, "I'm not wearing this in public" costume, she isn't wearing any shoes, and you can see (for a couple of seconds, anyway) that she is definitely wearing stockings of some kind. Presumably pantyhose, given the hot pants she is wearing.
